Where Is This?

Does anyone know where this aerial photo was taken? The picture is from the 1960's.

Thanks to local historian MikeM who recognized the photo as being taken from the Washington Monument in Washington D.C. The photographer is looking southwest over the tidal basin. The Potomac River is near the top of the photo. The current view is from Google Earth.
